How do you know the extent to which faculty utilize their training for the purposes of improving student outcomes?

We should be able to tell by student outcomes whether faculty are using the technology.
USEiT Report 12, Measuring Teachers' Technology Uses: Why Multiple Measures are More Revealing suggests use of separate survey items which focus on specific areas of technology use. Their findings indicate that "the use of distinct measures versus a generic measure provides a richer, more nuanced understanding of how technology use differs across factors such as teacher tenure, school type, and subject area taught."

The U.S. Department of Education provides An Educator's Guide to Evaluating the Use of Technology in Schools and Classrooms (also somewhat dated, but includes interesting rubrics)
Including technology use in teacher evaluations seems critical to answering this question.
- It appears that technology use is a part of many student teacher evaluations, far more so than evaluations of current teachers.
- In his article "Technology Skills as a Criterion in Teacher Evaluation" , David Whale reports that in a study of 220 schools, only one fifth specifically address technology skills.
